My users have to login twice

server Win 10 Pro 1903
My users get vCloudpoint login page.
enter ID, PW.
And My users get Windows login page.
enter ID and PW again.
Why does Windows login page appear?

I did downgrade Win 10 version from 1903 to 1809 And Problem is solved.
